A Dutch draft rule before Parliament would require rental homes with labels E, F or G to reach label D by 1 January 2029. The rule is not final. Private landlords can already prepare the work, funding and property records.
Why this matters
Low labels already reduce WWS points for standard rental homes. That can lower the maximum lawful rent. Budget the assessment, contractor invoices, finance and a new label for each flat or house. A better label does not guarantee a rent increase during an existing contract. In an apartment building, roof, façade or shared ventilation may need a VvE vote. That vote can set the work schedule.
Example
A landlord owns a label F flat in a mixed apartment building. The owner can replace the glass. Reaching label D also requires work on the shared façade and ventilation. The VvE must approve the common work and its funding. The current tenant’s contract may still limit rent recovery. Keep the label, WWS calculation, tenancy record, technical advice, VvE minutes, quotes and finance plan in the property file. These records show the likely cash need and timing.

- List every affected home. Record each E, F and G label. Flag missing or uncertain label records. Add the label date, current rent, WWS points and ownership entity.
- Separate private work from VvE work. Mark measures the owner can approve alone. List work needing a VvE vote, including the roof, façade, ventilation and shared installations.
