Dutch grants can trigger VAT when the payment is directly linked to goods or services. The grant label does not decide the tax result. This can reduce the cash available for staff, suppliers and delivery before a project starts.
Why this matters
An award of €100,000 may not provide €100,000 of spending room. If the amount includes VAT, part may belong in the VAT return. VAT on supplier invoices can also become a project cost when it cannot be deducted. The incoming grant and supplier VAT require separate checks. Both affect the budget, margin and cash forecast.
Example
A foundation manager receives €100,000 to provide defined training to a named group. The agreement sets required outputs and allows the funder to enforce delivery. That can point to payment for a service. If the award is VAT-inclusive, part of the €100,000 may be output VAT. The manager must then check each venue, software and adviser invoice separately. VAT recovery depends on how each purchase is used, especially when the foundation also has exempt activities.
XTROVERSO tips
- Read the full grant file. Put the application, award letter, contract, budget and reporting conditions together. Check whether they describe the same work and beneficiaries.
- Identify the direct benefit. Record who receives the service. This could be the funder, a named organisation, a defined group or the public.
- Check the payment terms. Look for payments linked to visitors, units, milestones or outputs. Confirm whether the award amount includes or excludes VAT.
- Separate supplier VAT. Code costs by taxable, exempt and mixed activity. Do not assume that the grant’s VAT treatment decides whether supplier VAT is deductible.
- Add VAT to the cash forecast. Show grant instalments, supplier payments, expected VAT recovery and VAT return dates. This reveals cash gaps before contracts are signed.
