Sales of new-build owner-occupied homes in the Netherlands fell to 5,700 in the second quarter of 2026. That was 11.2% below a year earlier and the fourth quarterly decline. Nearly 59,000 existing homes changed hands, up 2.7%. New-build projects need firm buyer commitments for finance, construction and cash planning.
Why this matters
A housing shortage does not pay adviser invoices or land instalments. A permit, reservation, conditional contract and final sale offer different certainty. New-build transaction value averaged €514,000, against €492,000 for existing homes. More than 60% of first-time buyers borrow over 90% of the home value. A mortgage change or extra cost can stop a purchase. Around 234,000 permitted homes were still incomplete at the end of May. Each project needs finance, signed buyers, contractor capacity and a workable delivery date.
Example
A small developer has a permit, a contractor discussing dates and several buyer reservations. Adviser invoices have arrived, and the land agreement has payment deadlines. Some buyers still have finance conditions or cancellation rights. Treating every reservation as a secured sale can make the cash forecast stronger than the contracts allow. The project file should separate interest, reservations, conditional contracts and firm sales. It should show which invoices fall due at each stage.
XTROVERSO tips
- Separate each pipeline stage. Report permitted, reserved, conditionally sold, firmly sold and ready-to-start homes separately. Do not combine them into one sales figure.
- Check the buyer file. Match each reported sale to the signed contract, open finance conditions, deposit status and cancellation rights. Record when each condition expires.
- Rebuild the cash forecast. Allow for slower sales and a later construction start. List land payments, adviser invoices, payroll, supplier deposits and finance costs by date.
- Test the order book. Check which projects have secured funding and credible start dates. Do not schedule staff or subcontractors around work that still depends on pre-sales.
- Confirm delivery blockers. Review the electricity connection, contractor capacity, permits and local buyer budget. Check whether the price, housing mix and delivery date still suit the buyer file.
