    Dutch business confidence has improved, but uncertain demand still affects cash and investment. Use signed orders, margins, and payment dates to test decisions.

    Dutch business confidence rose from -14.8 in April to -5.3 in July 2026. It was the largest quarterly increase since July 2021. Confidence remains negative and below its long-term average. Delayed investment and staffing decisions may return, but uncertain demand, supply, and cash still limit commitments.

    Why this matters

    Payroll, tax, and supplier invoices need cash. Check signed orders and customer payment dates before committing. Seventy-eight percent of entrepreneurs reported greater economic uncertainty over the previous 12 months. Geopolitics and trade tensions led. Demand shifts and problems with staff, suppliers, or materials also disrupted work. Consumer confidence improved in July, but willingness to buy stayed negative. More enquiries may still not become firm orders.

    A founder has postponed replacing an old machine. The supplier quotation remains valid, and customers reply faster. Two expected orders are still unsigned. The founder checks a 13-week cash forecast. It includes customer payment dates, payroll, tax, supplier invoices, finance instalments, and the machine deposit. Unsigned orders stay out of the base forecast. The machine is approved only if cash stays above an agreed minimum and confirmed work covers the cost. Otherwise, the founder waits.

    • Separate interest from firm orders. Keep enquiries, quotations, verbal agreements, and signed contracts in separate columns. Include only reliable orders in the base cash forecast.
    • Build a 13-week cash view. Use expected collection dates, not invoice dates. Add payroll, tax, supplier bills, loan payments, and planned purchases by week.
    • Check the real margin. Start with the latest supplier invoice. Include labour, freight, discounts, subcontracting, finance, and rework before approving a price or project.
    • Review customer and supplier exposure. List the largest unpaid customer balances and main supplier dependencies. Check for slower payments, shorter terms, or delivery delays.
    • Set conditions for investment. Separate essential replacement, maintenance, and compliance work from expansion. Record the order, deposit, margin, or cash level required before committing.
