Dutch businesses with trainees under 18 remain responsible for safe tasks, clear instruction and expert supervision. A trainee’s age, inexperience, equipment, exposure and working hours affect whether technical placement work is safe. Staff shortages do not change that duty.

A trainee may soon help with workshop work. Trouble starts when a supervised exercise becomes a production task. When the daily plan relies on the trainee working alone, the placement fills a staffing gap. The employer remains responsible for the task, work area and supervisor. Its youth RI&E must match the machine, material and work in use. A signed stage agreement does not cover later changes.

A 17-year-old trainee receives welding instruction in the morning. The named supervisor demonstrates the work and watches the first attempt. Later, a delivery arrives and a customer calls about a late order. With the supervisor away from the work area, the trainee pauses. The business can assign a lower-risk task, stop the job or name another competent supervisor.

- Check the actual task. Review the machine, material and exposure for each task. “Welding” or “woodworking” is too broad. Operating, cleaning and maintaining a machine can expose a trainee to different hazards.
- Update the youth section of the RI&E. Record the trainee’s age, experience, equipment, protective measures and ability to recognise danger. Link the assessment to tasks in the training plan.
- Name an available supervisor. Technical skill alone is insufficient. Give the supervisor time to explain the task, watch the work and step in when the material, machine or work area changes.
- Set a clear stop rule. Tell the trainee when work must pause. Colleagues should respect that rule when an order is late or the workshop is short-handed.
- Check the full working week. For trainees aged 16 and 17, education hours count as working time. Limits include nine hours per shift, 45 hours per week and an average of 40 hours over four weeks. At least 12 hours of daily rest applies.
- Keep one practical file. Keep the RI&E, task list, instruction records, hours, supervisor details and school contacts together. Update the file when the task, equipment or work area changes.
