    A Dutch fitness-chain fine shows how gaps between identity checks, work permission, actual hours and payroll can expose the whole business.

    A Dutch fitness chain has received €316,875 in fines for failures in work permission, identity checks, minimum-wage evidence and time records. It also received two preventive work-stoppage warnings. The case joins staffing, hours and payroll in one enforcement action.

    Why this matters

    A roster shows planned cover. It does not confirm who worked, whether they could work legally, or whether payroll captured every hour. Early shifts, weekend cover and agency staff can split a worker file between HR, payroll and suppliers. From 1 July 2026, the gross minimum hourly wage for workers aged 21 and over is €14.99. Missing time records make wage arrears, holiday pay and cash planning harder to assess.

    A receptionist calls in sick before opening. The manager puts a replacement on the roster. Before opening, the manager checks the worker’s identity and work status. Actual start, finish and break times must reach payroll. The contract, approval and payment record must be available too. When separate teams or a supplier hold those records, one covered shift can expose the gap.

    XTROVERSO tips

    • Map every route into the workplace. List direct employees, agency staff, freelancers, contractors and emergency cover. For each route, name the identity, work-permission and onboarding checks needed before the first shift.
    • Match planned hours to actual hours. Compare the roster with attendance, breaks, approved corrections, payroll and bank payments. Resolve differences before payroll closes.
    • Set a clear stop point. Give managers one rule. Do not allow a first shift when identity, work permission or required onboarding evidence is missing.
    • Check supplier files. Agree what the staffing supplier checks, which records your business receives, and how quickly a manager can retrieve them.
    • Give one person ownership. Name one owner for the record chain. That person links identity, work status, contract, hours, payroll and payment.
