  • Lower Court Fees Will Not Fix a Weak Company File
  • Lower Court Fees Will Not Fix a Weak Company File

Planned lower court fees may improve access to justice. Companies still need clear contracts, reliable evidence, named file owners and controlled deadlines.
    September 19, 2026 by
    Paolo Maria Pavan

Government plans call for a structural €45 million investment in lower court fees and social legal aid. Details on the allocation and timetable are still pending. Current court fees and filing deadlines remain in force. These costs still affect how companies handle disputes and delayed public decisions.

    Why this matters

This announcement does not change director liability or current court fees. In 2026, an organisation generally pays €397 to challenge a non-tax government decision. Civil appeal fees for companies range from €851 to €14,007, depending on claim value. A disputed invoice can hold up cash while payroll, VAT, rent and suppliers still need payment. A delayed permit can stop an opening. Keep the final contract, authority, delivery evidence, correspondence and deadlines in one file.

    Example

A company awaits a municipal decision before opening a second location. The contractor has reserved staff, equipment is ordered and rent has started. The decision date passes. One inbox holds the application receipt. Later messages sit in email and a messaging app. No one owns the deadline or knows what the municipality received. The court fee is small beside a stalled investment. Management cannot confirm the filing date, current status or next procedural step.

    XTROVERSO tips

    • Give each live file one owner. Assign one person to every permit, objection, disputed invoice or contract issue. Record the next deadline, financial exposure and management decision required.
    • Keep one final contract version. Store the signed contract, accepted quote and approved changes together. Record who accepted each change and whether that person had authority.
    • Include public deadlines in cash planning. Link permit, subsidy and registration dates to the investment plan. Save submission evidence, receipts and requests for further information.
    • Check whether evidence is easy to find. Choose one delayed payment or dispute. Find the order, terms, delivery evidence, invoice, correspondence and payment history within an hour.
    • Budget beyond the court fee. Include delayed cash, adviser costs, management time and operational interruption. The invoice value is rarely the whole exposure.
