The Dutch single VAT registration programme begins on 1 January 2027 with a narrow change for certain cross-border supplies of gas, electricity, heating and cooling. Wider changes are planned for 1 July 2028. They may affect businesses with foreign stock, installation work, local EU sales or cross-border reverse-charge transactions.
Why this matters
Most cross-border sellers will still need foreign VAT registrations in 2027. The broader 2028 rules may move qualifying transactions into a central reporting route. For each sale, customer status, VAT number, stock location, delivery route and rate must be correct. These details must match the invoice and VAT reports. VAT collected belongs in the tax payment pot, not payroll or supplier cash.
Example
A Dutch webshop sells to a Belgian consumer and a German business customer. It keeps stock with a fulfilment provider in France. The consumer sale may go in OSS. The business sale may need a checked VAT number and ICP reporting. Moving stock to France can still require French registration. From July 2028, the planned transfer scheme may reduce duplicate reporting for qualifying movements. Inventory records must show dispatch, arrival and the later sale.
XTROVERSO tips
- Map the previous quarter. List EU sales by customer type, goods or services, country, VAT rate and stock location. Include marketplace sales and installation work.
- Find every foreign stock location. Record warehouses, fulfilment providers and consignment stock. Match each movement to the later sale and accounting entry.
- Check the reporting route. Compare the sales ledger with Dutch VAT returns, OSS reports, ICP statements and foreign returns. Investigate missing or duplicated amounts.
- Keep VAT evidence in the file. Retain validated customer VAT numbers, invoices, transport records and stock records. Current OSS records generally need to be kept for ten years.
- Separate the three dates. Plan for 1 January 2027, 1 July 2028 and 1 July 2029. Do not treat the narrow 2027 start as the full change.
- Protect the cash. Track VAT collected from customers separately in cash planning. Do not use the quarterly payment amount for payroll, stock or suppliers.
