In 2027, Dutch employers face a payroll change, delayed social-security measures and an unfinished Box 3 reform. These developments affect employee net pay, absence files, private tax and company cash differently.
Why this matters
From 1 January 2027, payroll may no longer apply the labour tax credit to specified benefits paid with wages. An employee may receive less net pay although gross amounts stay the same. Delayed WW measures do not change duties for sickness absence, wage continuation or reintegration. Keep those files in the staffing plan. Box 3 still uses 2026 notional returns. Keep private tax estimates out of company cash forecasts while the proposed 2028 system remains pending.
Example
An employee receives wages and a partial WGA benefit through payroll. In January 2027, the labour tax credit no longer applies to that benefit. Net pay falls, although gross amounts do not change. A payroll test shows wages, benefits, withholding and net pay. The owner keeps an expected Box 3 bill out of a dividend decision until cash, supplier invoices and investment plans are checked.
XTROVERSO tips
- Test affected payrolls. Ask your payroll provider which employees receive a listed benefit through payroll. Request a January 2027 test that shows wages, benefits, tax withheld and net pay separately.
- Speak to staff before the first payslip. Explain that the tax treatment changes while the gross benefit may stay the same. Give employees one named contact for questions about their payroll record.
- Keep current absence duties in the plan. A delayed WW measure does not reduce current operating risk. Check absence files, reintegration records, replacement capacity and payroll cover.
- Build one complete private Box 3 file. Keep bank balances, investment values, property interests, loans, income, costs and transactions together. Retain the records used for the 2026 return.
- Separate company cash from private tax. Review dividends and withdrawals against company cash, payroll, tax, supplier invoices and planned investment. Do not book a future Box 3 proposal as a current amount.
- Label each rule by status. Mark measures as current, fixed for 2027, delayed or proposed. Use current and enacted rules in the main cash forecast.
