  • Dutch Wage Growth Slows, but Payroll Costs Stay High

    Wage growth is slowing, but Dutch employers still face higher wage floors, scarce staff and customer contracts that reprice too late.

    Dutch contractual wages and labour costs were 4.0% higher in July 2026 than a year earlier. Growth has slowed from 4.5% in March, but higher wage floors and staff shortages still put pressure on payroll, cash and margins.

    Why this matters

    Slower wage growth does not reduce wages already running through payroll. From 1 July 2026, the gross minimum hourly wage for workers aged 21 and over is €14.99. Employer cost includes holiday pay, pension, premiums, allowances, sickness and paid non-billable hours. Staff remain hard to find. In the first quarter, 87 of 93 occupational groups were tight or very tight. Fixed customer rates can lag payroll, cutting margin before invoices are paid.

    A cleaning company raises July wages to meet the legal minimum and its pay scale. Experienced cleaners then question the gap with new starters. Its biggest customer pays a fixed annual rate until January. Payroll rises, but invoices stay unchanged for six months. The owner calculates cost per productive hour, including leave, pension, premiums, absence and travel. That rate no longer delivers the planned margin. The company discusses the contract early and adjusts the roster.

    XTROVERSO tips

    • Check payroll by role. List each role with its wage, CAO scale, allowances, contracted hours and employer charges. Flag roles at or near €14.99 per hour.
    • Calculate productive-hour cost. Include paid leave, pension, premiums, sickness, travel and non-billable time. Compare the result with the labour cost used in each quote.
    • Review customer contracts. Record every indexation date, renewal date and fixed-price commitment. Identify contracts where payroll rises before the customer rate can change.
    • Check pay gaps in payroll. Compare pay gaps between starters, experienced staff and supervisors. Check whether each gap still fits the duties in job descriptions and pay scales.
    • Connect invoices with payroll dates. Compare customer payment dates with payroll, pension, VAT and supplier deadlines. Keep enough cash available if invoices arrive late.
